Doreen Gumbs Vines is a respected leader in emergency medical services and the former Chief EMS Training Officer for the District of Columbia Fire and Emergency Medical Services Department. The first individual to earn a Bachelor of Science in Emergency Medical Services from the University of the District of Columbia, she later completed the Executive Development Program at the National Fire Academy and graduated from George Washington University’s Center for Excellence in Municipal Management. Her capstone project, “Strengthening the Chain of Survival in the District of Columbia,” established a citywide training initiative that continues today.

Internationally recognized for her instructional expertise, Doreen has delivered lifesaving certification programs to healthcare professionals and community members across the globe. A nationally registered Paramedic and certified Environmental Health Physics Practitioner, she remains committed to advancing public safety and empowering communities worldwide through education, leadership, and service.
